On May 26, 2020, EPN submitted comments for the second round of chemicals to be evaluated under the reformed Toxic Substances Control Act (TSCA). EPA released the scoping documents for this next set of 20 High-Priority chemicals in two batches, with different but overlapping public comment periods. EPN determined it would be more efficient to evaluate them together. The draft scope document for each chemical substance includes the conditions of use, hazards, exposures, and the potentially exposed or susceptible subpopulations EPA plans to consider in conducting the risk evaluation for that chemical substance. A request made by EPN on April 21 to extend the public comment period of 45 days in order to provide time for adequate review and substantive comment on the 20 documents was denied. EPN’s comments raised concerns about individual scoping documents, as well as ongoing issues with approaches taken in previous risk evaluations that put public health and the environment at risk.
