The Environmental Justice Thriving Communities Grantmaking Program RFPs

EPA’s Environmental Justice Thriving Communities Grantmaking Program (EJ TCGM) provides $600 million in pass-through funding for regional and national Grantmakers to issue thousands of subgrants to community-based nonprofits and others for assessment, planning, and project development activities.

Region 1: Environmental Justice for New England: Tier 1-3 Request for Proposals (RFPs) and Seed Fund RFPs are now open. To begin to apply, create an account here. You can access information on tiers and funding opportunities on this page.
Funding Available:
$48 million will be awarded to New England community-based organizations, environmental justice organizations, nonprofits, Tribal governments (both federally and state recognized), and other entities representing underserved, urban, rural, Indigenous, remote, and capacity-constrained communities in Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont.
Application Deadlines:
Round 1: Friday, February 14, 2025 5:00 PM EST
Round 2: Friday, May 16, 2025 5:00 PM EST
Future funding rounds anticipated in August 2025, November 2025,
January 2026, and April 2026 and/or until all funding is allocated, whichever is earlier.

Region 2: Fordham University’s Flourishing in Community initiative Request for Applications
Funding Available: $40 million to support community-led environmental justice projects across New York, New Jersey, Puerto Rico, the U.S. Virgin Islands, and eight federally recognized Indian nations.
Application Deadlines: Applications will be accepted on a rolling basis, and the grantmaker will operate for a three-year duration. First awards are expected to be made in late winter 2024-2025.

Partner: ConPRmetidos created a partnership with Fordham University to support and promote the “Flourishing in Community: Fordham University Environmental Justice Grant Program.” To grant these funds, a proposal evaluation process will be opened in which non-profit organizations and municipalities may participate. Region 3: Green and Healthy Homes Initiative’s (GHHI) Request for Applications
Funding Available: $40 million in grants to fund 171 eligible projects in historically disinvested communities throughout EPA’s Region 3: Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, West Virginia, and 7 federally recognized tribes.
Application Deadlines: Two-year grants are rolling until December 30, 2024, and one-year grants are rolling until April 30, 2025.

Region 4: Research Triangle Institute (RTI): Request for Applications.

Region 5: Minneapolis Foundation Great Lakes EJ TCGM: Requests for Applications are now open. To begin to apply, sign up for an account here. Grants will remain open through fall of 2026. The TCGM will accept applications on a rolling basis and make awards every 3-4 months.

Region 6: Bullard Center for Environmental & Climate Justice: Notice of Funding Opportunity. Applications are open as of Dec. 18, 2024, and close January 31, 2025 at 11:59 pm ET. Grant applications may be submitted via the grant portal, by mail or email, or a virtual or in-person grant submission meeting. Visit this page for more information.
Funding Available:
$40 million in grants awarded with guidance from a committee of environmental justice leaders representing communities throughout Region 6.

In addition, The Cultivating Healthy Environments Program will host informational sessions for the region on Dec. 17 at 3 p.m. and Dec. 18 at 12 p.m., during which they will provide an overview of the grant application, explain the application review process, and discuss how individuals can serve as external reviewers or community advisory board members. Region 8: Mountains and Plains Environmental Justice Grants Hub (MAP EJ) Tier 1-3 Competitive Request for Applications and Tier 1 Non-Competitive Request for Application
Funding Available: $40 million in grants to fund six states (Montana, North Dakota, South Dakota, Wyoming, Utah, and Colorado) and 28 federally recognized tribal nations.
Application Deadline:
Accepting applications for all grant tiers until December 12, 2024

Region 9: Social and Environmental Entrepreneurs (SEE) (RFPs anticipated in early January 2025)
Funding Available: $40 million to benefit disadvantaged communities in Arizona, California, Hawaii, Nevada, the Pacific Islands, and 148 Tribal Nations.

Funding Available: $40 million in grants over the next three years in Alaska, Idaho, Oregon, Washington and tribal nations in these four states.
