On September 15, 2020, EPN member Roy Gamse presented personal testimony on the proposal “Increasing Consistency and Transparency in Considering Benefits and Costs in the Clean Air Act (CAA) Rulemaking Process” during a virtual public hearing of the Science Advisory Board. Gamse noted that this proposed rule is not required by the CAA and impedes science. He asserted that EPA should assist in updating and implementing existing economic guidelines to ensure robust, transparent cost-benefit analysis and prevent wasting resources with this unnecessary regulation.
