On June 16, 2023, EPN submitted comments on greenhouse gas (GHG) standards for heavy-duty vehicles (HDVs) phase 3. EPN strongly supports EPA’s proposal but believes that it could go further. A combination of increases in zero-emission sales and improvements to the efficiency of internal combustion engines will make achieving GHG emission reduction goals possible. Given the Inflation Reduction Act and Infrastructure Investment and Jobs Act, the industry’s staggering investment plans, the exponential growth of electric vehicle sales, and California’s clean emissions roadmap, bold action by the EPA in 2023 is warranted and appropriate. Therefore, we recommend that EPA set the national standard for HDVs at the same level as California’s Advanced Clean Trucks program.
