On Friday, September 29, 2023, EPN submitted comments on the Council on Environmental Quality’s (CEQ) Phase 2 draft of the National Environmental Policy Act (NEPA) regulations. The proposed Phase 2 NEPA implementing regulations will make the NEPA process more efficient and effective in addressing urgent environmental and social impacts such as climate change and environmental justice. We offered suggestions on strengthening and clarifying several facets of the proposal.
