On May 5, 2021, EPN submitted comments on the Octahydro-Tetramethyl-Naphthalenyl-Ethanone (OTNE) Consortium’s manufacturer’s request for EPA to conduct a risk evaluation on the chemical under the Toxic Substances Control Act (TSCA). OTNE is a fragrance ingredient used in soap, shampoo, cologne, liquid detergent, antiperspirants or deodorants, and air fresheners. EPN’s comments noted several examples of data gaps and missing information, which should be remedied before beginning an evaluation. EPN also commented on the past implementation of the amended TSCA, including misapplied or misguided execution of agency-consensus risk assessment principles, science and regulatory policy, and timely risk management actions as the agency seeks to remedy these flaws.
