On Tuesday, January 16, 2024, EPN member Ronnie Levin presented oral comments at a public hearing for EPA’s proposed Lead and Copper Rule Improvements. We commend EPA for a majority of the proposed improvements. However, we disagree with the proposal that utilities must only replace the portion of the lead service line that is on public property and suggest that partial pipe replacement should be prohibited except in the direst emergencies. We remain concerned that water systems will continue to underreport lead results and exceedances and that EPA has not strengthened requirements to reduce lead exposure in schools and other child-occupied facilities.
