States are the first line of defense against the affects of air, water, and waste pollution on their residents. Under most federal environmental laws, EPA and the states work together as partners, with EPA generally establishing national standards to ensure clean air, water and land, while states primarily implement those standards. The proposed FY2021 EPA budget puts state programs at risk by asking the states to do more but slashing much-needed funding. EPN has created this analysis of proposed cuts to illustrate the importance of this first line of defense.
