On November 12, 2020, EPN member Roy Gamse presented personal testimony during a public meeting of the Science Advisory Board (SAB). The purpose of the meeting was to conduct quality reviews of draft SAB reports, one being the SAB Peer Review of EPA’s Revised “Guidelines for Preparing Economic Analyses.” EPA relies on the guidelines when evaluating the economic consequences of its regulations and policies. Gamse’s testimony focused on the importance of adopting guidelines that include the consideration of ancillary benefits and costs, as well as the elimination of controversial “censored science” requirements, as the basis for regulations that ensure a safe environment and a healthy economy.
