On June 9, 2020, an EPN member presented testimony during a public meeting of the Science Advisory Board Economic Guidelines Review Panel. The purpose of the meetings was to conduct a peer review of EPA’s revised document titled ‘‘Guidelines for Preparing Economic Analyses.” EPA relies on the guidelines when evaluating the economic consequences of its regulations and policies. Testimony focused on the importance of adopting guidelines consistent with the best economic theory, which includes the consideration of co-benefits, as the basis for regulations that ensure a safe environment and a healthy economy.

In a follow-up to his testimony on June 9, EPN member Roy Gamse sent a letter to the Science Advisory Board Economic Guidelines Review Panel, urging them to send a clear message to Administrator Wheeler that co-benefits must be fully assessed and considered in setting regulations where the statute allows.
